Well you don't need to use to many heating elements often in your hair because it can be quite damaging.
I have the same type of hair as you and I always do this to get a nice curly hairstyle.
Wash your hair and before it dries put plastic rollers in it. Make sure you put a roller in for each little peice of hair. By the time you finish this their should be lots of rollers on you head even if you don't have that much hair or its not that long.
Sit underneath the hair dryer or go to sleep with the fan on high to dry it. Then gently take out all of the rollers. Ruffle your hair vigerously and seperate the curls. Even though you sprayed some spray while putting in the rollers spray some Spritz to make the curls keep they're curlyness!
Before going to bed pin the curls up using hair pins in each section without smushing the curls and put on a satin cap to go to sleep. Lay on your face and not on your curls so they wont get smushed.
The hairstyle should last for a minimum of about 4 days.
I do this every Sunday (the day that I wash my hair) and people think my hair is naturally curly!
If you wake up and take your pins out and any of the curls are misplaced you can fix them with a curling iron!

Go to a salon to have it done. Somewhere that specializes in your hair type is best. You'll likely need a perm.
Get yourself a ceramic flat iron and see how well it curls.The curls will stay for about 3 days and the you do again.
If you don't mind getting a weave, try a natural wave weave. or go to a hair store and look at the different types of curly hair styles and get a stylist to put it in for you. If you use curlers or rollers you will most likely not come out with the look you are trying to accomplish since you're hair isn't that long.
For Bre's style you might have to get a straw set or maybe a small roller set or a texurizer. You could do this at home but it would be alot easier to go to the salon.
Soft straw curls are probably your best bet. They last a long time and are the least damaging on your hair. Curling the hair using an iron looks nice once you get it done but it takes a long time and doesnt even come close to lasting as long as the straw curls. Also keep your hair moisturized afterwards. That creates the soft bouncy look that Bre has.

You can braid your hair when wet, then roller set it.
Bre's hair is naturally curly. If your hair isn't I would say use a curling iron or big rollers to get the loose curl look.
